What is the difference between using a standard mortise and tenon versus using mortises with loose tenons

The "standard" mortise and tenon joints referred to are probably blind joints that are used for strength.
There are also through joints that have the tenon projecting through the mortised piece with a removable tapered peg holding everything together. This joint is designed either to be decorative or to be broken down (loose) for portable furniture.
